ISSUE:

 

Shall the City Council authorize the City Manager to execute the attached Intergovernmental Agreement (IGA) with Oregon Department of Corrections (ODOC) for the use of its training facility/firearms range for Salem Police Department training?

Authorize the City Manager to execute the attached IGA with ODOC for the use of its training facility/firearms range for Salem Police Department training.

SUMMARY:

 

The Salem Police Department (SPD) does not have a firearms range and is dependent upon local ranges to meet its training needs.  Execution of the attached IGA (Attachment 1) will allow SPD to continue to use the ODOC training facility/firearms range for Salem Police Department firearms training.

 

FACTS AND FINDINGS:

 

1.                     Use of the ODOC’s training facility/firearms range will serve to meet SPD’s firearms training needs, including the needs of SPD’s SWAT teams.

 

2.                     Using the ODOC’s training facility/firearms range is a cost savings to the city of approximately $1,400 per year when compared to the previous costs of a similar range.

 

The City Manager may execute amendments to the IGA if the following requirements are met: 1) The amendments do not substantially expand the City’s obligations; 2) The amendments do not broaden the scope of the agreement to subjects other than use of ODOC’s training facility/firearms range; 3) The amendments do not increase the City’s financial obligations; and, 4)The amendments may extend the term or renew the IGA so long as any other changes to the IGA do not substantially expand the City’s obligations.     

 

BACKGROUND:

 

SPD conducts quarterly handgun training, including tactical scenario training and handgun/rifle qualifications. This training takes place at various firearms ranges and has to be planned around the training schedules of several other police and sheriff’s departments. SPD has been utilizing the ODOC Training facility/firearms range since 2013 at substantially less cost than similar ranges in the region.
