SUMMARY:
In recent months, the City has seen an increase in the accumulation of solid waste in the downtown which, if not collected, could lead to unsanitary conditions. As a preventative measure, the City has increased efforts to maintain a clean and sanitary downtown by contracting a service to more frequently pressure wash sidewalks and collect waste. This level of cleaning was not anticipated when the FY 2020 budget was prepared. In order to continue more frequent and thorough cleaning of the downtown for both businesses and visitors to enjoy, a transfer of appropriation is necessary.
FACTS AND FINDINGS:
State law allows the City Council to approve transfers of appropriation within the limits established by the adopted budget to address unforeseen changes.
An appropriation for this expense was not included in the FY 2020 adopted budget. The overall increased cost in the current fiscal year to the Parking Fund for this purpose is $30,000. Resolution No. 2020-3 provides the required appropriation authority in the Parking Fund for additional cleaning services downtown.
BACKGROUND:
As one of the City’s priorities, the Strong and Diverse Economy result area definition includes a vibrant downtown. In recent years, efforts to attract diverse businesses, provide housing options, and increase visitors to the downtown have been successful.
