SUMMARY:
To help unsheltered individuals in our community, on December 9, 2019, City Council authorized the City to enter into an agreement with the Mid-Willamette Valley Community Action Agency (MWVCAA), supporting the ARCHES project to expand warming center operations and expend funds not to exceed $213,000 for that purpose. The plan to expand warming center operations did not occur due to the lack of viable facilities. On January 13, 2020, the City Council discussed Pringle Community Hall as a location for a temporary shelter to be operated by the Mid-Willamette Valley Community Action Agency and directed staff to prepare an emergency declaration that would allow the removal of legal restrictions on the proposed shelter use. At the meeting, City Council also identified the $213,000 to be used for this purpose.
This requested transfer is intended to cover material and operating costs for the temporary shelter at Pringle Community Hall through March 31, 2020 and for operations of expanded warming centers.
FACTS AND FINDINGS:
State law allows the City Council to approve transfers of appropriation within the limits established by the adopted budget to address unforeseen changes.
An appropriation for this expense was not included in the FY 2020 adopted budget. Resolution No. 2020-1 provides the required appropriation authority in the Non Departmental cost center of the General Fund to expand warming shelter operations.
BACKGROUND:
On December 9, 2019, City Council authorized the use of $213,000 from the City’s contingency fund for used for expanded warming center operations. On January 13, 2020, City Council directed that the funds be used for operation of a temporary shelter at Pringle Community Hall.
