MOTION:

 

I move to direct staff to present a report for Council’s consideration regarding organized car camping.    

 

 

DISCUSSION:

 

Currently, many Salem residents experiencing homelessness live out of their cars or recreational vehicles. There are few legal options for these residents to locate and maintain their vehicles for any period of time. Further, the presence of vehicles serving as residents’ homes has a detrimental impact on neighboring residents and businesses, through the accumulation of waste, and the unintended use of right-of-way as living space.

 

I want staff to explore methods to allow organized car camping, including what code changes may be necessary and best practices that would make the allowance of car camping successful.
