ISSUE:

 

Shall the City Council authorize the City Manager to execute an Intergovernmental Agreement with Marion County for the removal of abandoned asbestos cement waterline pipe along 45th Avenue NE?

Authorize the City Manager to execute an Intergovernmental Agreement with Marion County for the removal of abandoned asbestos cement waterline pipe along 45th Avenue NE.

SUMMARY:

 

Marion County has a project ready for construction that will update the stormwater system and improve pedestrian access within unincorporated Marion County along 45th Avenue NE from Ward Drive NE to Silverton Road NE. These improvements include new roadside rain garden installations that will be in conflict with an abandoned asbestos cement waterline pipe owned by the City of Salem. The City is responsible for the removal of this pipe where it conflicts with the rain gardens.  The cost to remove this pipe is estimated at approximately $20,000.  The City and Marion County have negotiated an intergovernmental agreement for the removal of this pipe.     

 

 

FACTS AND FINDINGS:

 

Funding for this project is available in the FY19/20 Construction Budget.

 

Marion County will perform all work to remove the waterline pipes in conflict with the rain gardens.

 

The City will reimburse Marion County for the work.

 

Construction will be complete by fall 2020.
