SUMMARY:
This information report presents the 2019 Annual Report from the Salem Parks and Recreation Advisory Board (SPRAB). The report highlights accomplishments during 2019 and presents recommendations by SPRAB for consideration by Council.
The Salem Parks and Recreation Advisory Board was first established in June 1952 and has been an active advisory board to Salem City Council for 67 years.
FACTS AND FINDINGS:
Salem Revised Code (SRC) Chapter 13 governs the Salem Parks and Recreation Advisory Board and lists its functions as:
• Recommend and advise the Council, Planning Commission, and other bodies, groups, or officials on all matters referred to it.
• To act in the role of community catalyst in the formation and achievement of a comprehensive community-wide parks and recreation system and program to serve the horticultural, environmental, historical, cultural, and leisure needs of all city residents.
• To make and issue reports respecting its studies, research, examination, and other activities to the Council as may be required by the Council.
In 2015, SPRAB received the additional responsibility of overseeing City Tree decisions and appeals by which its duties are defined in SRC Chapter 86.
BACKGROUND:
At its September 2019 meeting, SPRAB decided to update its mission and vision statement and better align its focus with the Salem Strategic Plan’s six priority policy areas. The 2019 Annual Report addresses its accomplishments and recommendations under the policy headings of Safe Community; Welcoming and Livable Community; Strong and Diverse Economy; Safe, Reliable, and Efficient Infrastructure; Natural Environment Stewardship; and Good Governance.
