ISSUE:
Shall the City Council authorize the City Manager to execute the attached Intergovernmental Agreement (IGA) with Polk County, and any amendments to the IGA, in order to provide Mobile Crisis Response Team services during the Fiscal Year 2019-2020.

SUMMARY:
The Mobile Crisis Response Teams primarily respond to calls that have a mental health component, and the teams provide assistance to other agencies throughout the county with these types of calls. These teams provide after-hours support and follow-up to individuals who have had recent interactions with law enforcement. The teams also make referrals to community partners. The Polk County Mobile Crisis Response Team consists of one sworn law enforcement officer and one qualified mental health professional.
FACTS AND FINDINGS:
1. The IGA requires the Salem Police Department to assign a minimum of one sworn police officer to the Polk County Mobile Crisis Response Team.
2. The IGA requires Polk County to pay the City of Salem up to $150,000.00 for Fiscal Year 2019-2020, for salary, benefits, equipment, training and operational costs.
3. The City is required to comply with applicable HIPAA requirements.
4. The IGA allows for amendments by mutual consent of the parties. The City Manager may execute amendments to the IGA if the following requirements are met: 1) The amendments do not substantially expand the City’s obligations; 2) The amendments do not broaden the scope of the agreement to subjects other than mobile crisis response team services; 3) The amendments do not increase the City’s financial obligations; and, 4)The amendments may extend the term or renew the IGA so long as any other changes to the IGA do not substantially expand the City’s obligations.
BACKGROUND:
The City has contracted with Polk County for more than three years to bring mobile crisis response services to the City of Salem and Polk County. This is a proven program that statically has improved efficiencies in Patrol response to these types of events. This program is also supported by the Polk County Board of Commissioners and is recognized as a best practice by the Oregon Health Authority.
Performance of the city’s obligations under this IGA are not anticipated to have a budget impact as the revenue and the cost of the officer are included in the adopted budget.
