Shall the City Council authorize the City Manager to execute the attached grant agreement to accept $1,300,000 of committed South Waterfront Urban Renewal Area funding from the Urban Renewal Agency for the Pringle Creek North Block Slab Demolition project?

Authorize the City Manager to execute the attached grant agreement to accept $1,300,000 of committed South Waterfront Urban Renewal Area funding from the Urban Renewal Agency for the Pringle Creek North Block Slab Demolition project.

SUMMARY:

 

Approval of staff recommendation with allow the City to receive $1,300,000 of South Waterfront Urban Renewal Area (SWURA) funds from the Urban Renewal Agency to complete the Pringle Creek North Block Slab Demolition project.

 

 

FACTS AND FINDINGS:

 

The Pringle Creek North Block Slab Demolition Project (Project) is included in the currently adopted Capital Improvement Plan, the City of Salem’s adopted Capital Improvements Fund budget, and the Urban Renewal Agency’s SWURA adopted budget. The City has committed $1,600,000 to the project and the Agency has committed $1,300,000. The City executed a contract for the Project in June. In order to transfer Agency funds to the City, it is necessary for Council to authorize the attached grant agreement (Attachment 1).

 

BACKGROUND:

 

The Project consists of the design, permitting, demolition of concrete remnants covering the Creek, and restoration of the Creek to a fish friendly habitat with the placement of boulders and woody materials and the addition of riparian planting along newly constructed stream banks. The northern stream bank is designed with a level surface upon which a future path may be constructed.
