SUMMARY:
Jane Aiken, Municipal Judge, recommends the reappointment of David Hittle as a municipal judge pro tempore for a term of two years. The Honorable David Hittle is experienced and meets the qualifications for a municipal judge pro tempore in the Salem Revised Code. David Hittle has served in the Salem Municipal Court as Pro Tempore Judge since March 2011.
Chapter V, Section 24 (7), of the 1996 Salem Charter, authorizes the City Council, upon recommendation of the municipal judge, to appoint municipal judges pro tempore.
FACTS AND FINDINGS:
Salem Revised Code (SRC) 4.015(b) sets the qualifications of municipal judges pro tempore. SRC 4.020(b) provides for the term of office for a municipal judge pro tempore. A municipal judge pro tempore shall serve a term not to exceed two years and that the length of the term shall be recommended by the municipal judge and set by City Council at the time of appointment.
Reappointment of David Hittle will have no budgetary impact as the hours are already included in the Municipal Court budget.
