SUMMARY:
The Salem Regional Traffic Control Center is the focal point for the computerized control of traffic signals within the Urban Growth Boundary for the Salem-Keizer metropolitan area. The primary purpose of the Salem Regional Traffic Control Center is to provide, in one centralized location, the operational resources necessary to design, coordinate, operate, and maintain an expanded system of traffic signals within the various jurisdictions, including the cities of Salem and Keizer, Marion and Polk counties, and the State of Oregon.
FACTS AND FINDINGS:
1. The Salem Regional Traffic Control Center, housed within the Public Works Department, provides efficient operations of traffic signals throughout the Salem-Keizer metropolitan area.
2. The Transportation Improvement Program for the SKATS MPO (Salem-Keizer Area Transportation Study Metropolitan Planning Organization) includes up to $552,000 for operation of the Salem Regional Traffic Control Center for FY 2019-20 and FY 2020-21.
3. The budget for this program provides for one professional engineer to manage and operate the Salem Regional Traffic Control Center. The budget also includes approximately one-half the funding necessary for an additional engineer to help operate the center. Additional staff may charge time to this project when appropriate.
4. The federal funds require a local match of a minimum of 10.27 percent, or $56,691. The City will be providing up to $173,179 of its allocation of State Highway Funds to cover this match and provides funding for the other half of the additional engineer position assigned to the Salem Regional Traffic Control Center.
BACKGROUND:
For over twenty years, funding for the Salem Regional Traffic Control Center has been provided by federal funds allocated through the Salem-Keizer Area Transportation Study (SKATS). The ongoing program has resulted in the efficient and comprehensive management traffic in the Salem-Keizer metropolitan area.
