SUMMARY:

 

The City Council’s Board and Commission Appointments Committee convened on February 22, 2019, to review applications for numerous Boards and Commissions. The Committee recommends to Council the following appointments as listed in the Facts and Findings section.

 

While these recommended appointments are important to the ongoing viability of the City’s boards and commissions, volunteer positions are almost always available. FACTS AND FINDINGS:

 

Citizens Advisory Traffic Commission

Appoint Kenneth Adams to a term #1 expiring on December 31, 2021.

Appoint Nick Cantonwine to a term #1 expiring on December 31, 2021.

Citizen Budget Committee

Appoint Roz Shirack to a partial term representing Ward 2 expiring on June 30, 2020.

Appoint Steve McCoid to a partial term representing Ward 4 expiring on June 30, 2021.

Appoint William Andersen to a partial term representing Ward 6 expiring on June 30, 2019.

Community Police Review Board

Appoint Lowell Alik to a term #1 expiring on January 1, 2022.

Appoint Erin Hull to the Alternate #1 position (no expiration date).

Downtown Advisory Board

Appoint Scott McLeod to a term #1 expiring on December 31, 2021, representing business or property owners within the Downtown Riverfront Park Urban Renewal Area.

Salem Cultural and Tourism Promotion Advisory Board

Appoint Omar Alvarado to a partial term expiring on June 30, 2019.

Salem Public Art Commission

Appoint Kelly James to a partial term expiring on December 31, 2020, for an at-large position. 

 

BACKGROUND:

 

Citizen Budget Committee
The State of Oregon requires that all local governments establish a budget committee made up of citizen members and elected officials. The purpose of the budget committee is to promote transparency, efficiency and economy in the expenditure of public funds. Pursuant to Oregon Revised Statutes (ORS) 294.341, the budget committee shall consist of “the members of the governing body and a number, equal to the number of members of the governing body, of qualified electors of the municipal corporation appointed by the governing body.”

Citizens Advisory Traffic Commission

The Citizens Advisory Traffic Commission makes recommendations to the City Council in the area of traffic movement and safety. Salem Revised Code Chapter 5 states the City Council make appointments to the Citizens Advisory Traffic Commission.

Community Police Review Board

The Community Police Review Board is to review unresolved complaints against members of the Salem Police Department. Salem Revised Code 20I states that the City Council make appointments to the Community Police Review Board, which is comprised of seven members and two alternate members.

 

Downtown Advisory Board

This joint advisory board advises the Urban Renewal Agency Board on matters related to urban renewal and tax increment fund allocations, and will advise the City Council on matters related to the Downtown Parking District and the Parking Fund.

 

Salem Cultural and Tourism Promotion Advisory Board
The Salem Cultural and Tourism Promotion Advisory Board advises the City Council on matters pertaining to the use of the transient occupancy tax, cultural activities and convention/tourism business in Salem. Pursuant to Salem Revised Code Chapter 16 members of the Salem Cultural and Tourism Promotion Advisory Board are appointed by the Council upon the Mayor’s recommendation.

Salem Public Art Commission
The Salem Public Art Commission is charged with overseeing the City’s public art collection and recommending the Public Art Fund annual budget to City Council. The Commission’s primary duties include acquisition, maintenance, cataloguing and deaccessioning art within the City’s collection.
