SUMMARY:

 

Approval of staff recommendation will authorize the City to accept $690,000 of Riverfront-Downtown Urban Renewal Area funds for the final construction payment on the Peter Courtney Minto Island Bicycle and Pedestrian Bridge. In addition, $690,000 of 2008 Streets and Bridges Bond funds will be allocated to construction of improvements to Division Street adjacent to the new Police Station.

 

 

FACTS AND FINDINGS:

 

A total of $10 million was allocated to the design and construction of the Bridge. Primary sources of funds were two State of Oregon grants and Urban Renewal funds. All funds have been spent to date.

 

As the project was being constructed it became evident that fabrication of the arches was going to be more complicated than originally anticipated. As a result, the City instituted 3-Dimensional modeling and inspection requirements to ensure the arches would meet the tight tolerances required by the design plans. This required additional work by the arch fabricator in Utah, and by the contractor at the project site. The additional work also caused delays in the completion date which resulted in additional labor, equipment, and rental costs to the contractor. The project costs have been finalized and total $10.7 million, creating a funding gap of $690,000. The grant amendment increases the award amount from $4,369,100 to $5,059,100.  

 

The Riverfront-Downtown Urban Renewal Area is contributing a total of $4.3 million to the Division Street improvement project adjacent to the new Police Facility. In order to eliminate the impact of the final Bridge payment on the Riverfront-Downtown Urban Renewal Area fund, staff also recommends allocating $690,000 of Streets and Bridges Bond funds to the Division Street improvement project, reducing the Riverfront-Downtown Urban Renewal Area contribution to that project.

 

In order to accept the additional Riverfront-Downtown Urban Renewal Area funds, it is necessary for the Council to authorize the attached grant amendment (Attachment 1). 

 

BACKGROUND:

 

Since 1975, the City and Urban Renewal Agency had a vision to construct a pedestrian bridge connecting Riverfront Park with Minto Brown Island Park. After many years of planning, funding for the Bridge was approved in 2014, and construction of the project began in 2015. The Bridge was completed in 2017 and, with existing and planned connections, links more than 30 miles of off street trails, 1,400 acres of parks and natural areas, and provides access to activity centers in downtown and West Salem.
