Authorize the City Manager to execute a Local Agency Agreement with ODOT to fund the design and construction of multi-modal safety crossings on Sunnyview Road NE, Pringle Road SE, Jones Road SE, Pine Street NE, and Fairgrounds Road NE through the State Funded Local Project Program.

SUMMARY:
The Oregon Department of Transportation, through the State Funded Local Project Program, allocated funds to design and construct multi-modal safety crossing improvements on several City streets. Mulit-modal crossing improvements generally consist new median islands to provide refuge areas for pedestrians and/or bicyclist, or curb extensions (bulb outs) to shorten the crossing distance of a street. Funding was approved at the following five locations:
• Sunnyview Road NE at Scotsman Lane NE by McKay High School
• Pringle Road SE at Copper Glen Drive SE by Leslie Middle School
• Jones Road SE in front of Judson Middle School
• Pine Street NE at Maple Street NE for the Winter Maple Neighborhood Greenway
• Fairgrounds Road NE at Norway Avenue NE for the Winter Maple Neighborhood Greenway
All of the approved locations, except for Jones Road SE, will receive median islands with pedestrian refuge areas. Jones Road SE will receive curb extensions in lieu of a median island.
FACTS AND FINDINGS:
All of the locations identified in the Local Agency Agreement are for facilities that are owned and maintained by the City. Design work will begin this fall and construction is scheduled for 2020. Significant terms of the agreement are as follows:
• The estimated cost for the work to be performed under this Agreement is $566,200.
• The State will reimburse up to $508,051 (89.73%) of the cost.
• The City’s estimated share of the cost is $58,149 (10.27%) and the funds are already budgeted in the FY 18-19 Capital Construction Budget.
• The City is solely responsible for all costs incurred in excess of the project estimate.
