ISSUE:

 

Shall the City Council authorize the City Manager to execute a Local Agency Agreement with ODOT to fund the design and construction of traffic signal improvements on 12th Street through the State Funded Local Project Program?

Authorize the City Manager to execute a Local Agency Agreement with ODOT to fund the design and construction of traffic signal improvements on 12th Street through the State Funded Local Project Program.

SUMMARY:

 

The Oregon Department of Transportation, through the State Funded Local Project Program, allocated funds for traffic signal improvements along 12TH Street from Capitol Street NE to Mission Street SE to reduce traffic collisions and improve pedestrian safety.

The scope of the improvements include upgrades to signal hardware, the addition of protected/permissive left-turn phases, and the addition of reflectorized signal back plates.  A rectangular rapid flashing beacon will also be installed near the intersection of Marion Street NE and 13th Street NE to provide an improved pedestrian crossing in the area.   

 

 

FACTS AND FINDINGS:

 

All of the proposed improvements are for facilities that are owned and operated by the City.  Design work will begin this fall and construction is scheduled for 2020.  Significant terms of the agreement are as follows:

                     The estimated cost for the work to be performed under this Agreement is $509,500.

 

                     The State will reimburse up to $469,860.90 (92.22%) of the cost.

 

                     The City’s estimated share of the project is $36,639.10 (7.78%) and the funds are already budgeted in the FY 2018-19 Capital Construction Budget.

 

                     The City is solely responsible for costs incurred in excess of the project estimate.
