SUMMARY:
The Oregon Department of Transportation, through the State Funded Local Project Program, allocated funds for signalized intersection enhancements to improve safety for pedestrians, bicyclists, and motorists at the following locations:
• Lancaster Drive NE at Sunnyview Road NE
• Lancaster Drive NE at Market Street NE
• Lancaster Drive NE at D Street NE
• Silverton Road NE at 17TH Street NE
• Silverton Road NE at Lansing Avenue NE
• Silverton Road NE at Hawthorne Avenue NE
• 12TH Street SE at Fairview Avenue SE
• Mission Street SE at Commercial Street SE
Typical enhancements include intersection lighting upgrades, traffic signal equipment upgrades, the installation of protected/permissive left-turn phasing, and the installation of green bike lanes to alert motorists of the potential presence of bicyclists. One or more of these enhancements will be incorporated at each intersection identified above.
FACTS AND FINDINGS:
All of the enhancement locations identified in the Local Agency Agreement are for facilities that are owned and operated by the City. Design work will begin this fall and construction is scheduled for 2020. Significant terms of the agreement are as follows:
• The estimated cost for the work to be performed under this Agreement is $743,866.
• The State will reimburse up to $685,993.22 (92.22%) of the cost.
• The City’s estimated share of the cost is $57,872.78 (7.78%) and the funds are already budgeted in the FY 2018-19 Capital Construction Budget.
• The City is solely responsible for costs incurred in excess of the project estimate.
