Shall the City Council authorize the City Manager to execute the attached Intergovernmental Agreement (IGA) with Polk County, and any amendments to the IGA, in order to provide mobile crisis response team services during Fiscal Year 2018-19?

Authorize the City Manager to execute the attached IGA (Attachment A) with Polk County, and any amendments to the IGA, in order to provide mobile crisis response team services during Fiscal Year 2018-19.

SUMMARY:
The attached IGA is for the continuation of mobile crisis response team services in Polk County during the 2018-19 Fiscal Year.
FACTS AND FINDINGS:
1. The IGA requires the Salem Police Department to assign a minimum of one sworn police officer to the Polk County Mobile Crisis Response Team.
2. The IGA requires Polk County to pay the City of Salem up to $150,900.00 for Fiscal Year 2018-2019, for salary, benefits, equipment, training and operation costs.
3. The IGA mainly differs from the previous year’s agreement in the amount paid by Polk County to cover the cost of Salem Police services for Fiscal Year 2018- 2019.
4. The IGA allows for amendments by mutual consent for changes in service delivery, term modification, or funding. The City Manager may execute amendments to the IGA if the amendments do not substantially expand the City’s obligations, broaden the scope of the agreement beyond mobile crisis response team services, or increase the City’s financial obligations. An amendment may extend the term or renew the IGA if the City’s obligations are not expanded.
BACKGROUND:
The City has contracted with Polk County since 2016 to bring mobile crisis response services to the City of Salem and Polk County. The Mobile Crisis Response Team (Team) responds to 911 calls that have a mental health component. The Team provides assistance to other agencies throughout Polk County with these types of calls. The Team provides after-hours support and follow-up to individuals who have had recent interactions with law enforcement. The Team can also make referrals to community partners. The Polk County Mobile Crisis Response Team consists of one sworn law enforcement officer and one qualified mental health professional.
