Shall City Council authorize the City Manager to execute the First Amendment to the Intergovernmental Agreement for the Mid-Willamette Homeless Initiative.

SUMMARY AND BACKGROUND:

 

The cities of Salem, Keizer, Monmouth, and Independence, and the counties of Polk and Marion completed a Mid-Willamette Homeless Initiative Taskforce to identify and launch proven strategies to reduce homelessness in Marion and Polk counties. The plan was presented to City Council on February 13, 2017.  The intergovernmental agreement was approved by City Council on November 11, 2017.   The First Amendment extends the agreement until June 30, 2020. 

 

 

FACTS AND FINDINGS:

 

In 2017 the Mid-Willamette Valley Council of Governments board approved establishing the homelessness program. October 2017, Marion County pledged $45,000 and the cities of Keizer, Monmouth, and Independence pledged $5,000 each.  The homelessness program is a resource for issues, tasks, and projects that have a regional focus from the Mid-Willamette Valley Homeless Initiative. The program does not duplicate existing City initiatives, such as the Homeless Rental Assistance Program.
