SUMMARY AND BACKGROUND:

 

The project will install Bluetooth or Wi-Fi Travel Time Reader devices along regionally significant corridors in the Salem-Keizer area to estimate the travel time of vehicles. Travel Time Reader devices provide an estimate of traffic distribution to different areas along the corridors. Federal funds in the amount of $53,500 were initially allocated to this project by the Salem-Keizer Area Transportation Study (SKATS), the federally designated Metropolitan Planning Organization (MPO) for the Salem-Keizer urban area, with the City providing the required matching funds.

 

The Oregon Department of Transportation (ODOT) established the State Funded Local Project Program to provide a mechanism to exchange unspent federal funds for state funds for Federal-aid funded projects under $1 million. Exchanging federal for state funds through this program is intended to minimize administrative costs associated with federal requirements. 

 

 

FACTS AND FINDINGS:

 

There is an increasing need for data on vehicle travel time along the regional corridors in the Salem-Keizer area. The Federal Highway Administration is requiring performance-based planning for the long- and short-range planning done by the SKATS MPO. Estimates of vehicular travel time along regional corridors would be used by SKATS to help address this requirement.  The data will be used by SKATS and the City of Salem to assist in timing the traffic signals, calibrating the regional travel demand forecasting model, and providing current condition information for planning studies.

 

The Travel Time Reader devices will be installed on regionally significant corridors identified collaboratively with SKATS. Initial implementation will focus on corridors that connect downtown Salem with Keizer, south Salem, and west Salem. The Phase 1 Deployment Goals are included as Exhibit A to the attached agreement. In the future, Travel Time Reader devices could be deployed on additional corridors as funding is available. 

 

The attached Local Agency Agreement has been prepared to exchange federal funds for state funds. The total project cost is estimated to be $59,623. Prior to exchanging funds, the federal share of the total project cost was $53,500. This agreement will exchange the federal dollars using a 1:1 fund exchange ratio. Once the exchange is approved, $53,500 in state funds will be allocated to the project. The City will continue to be responsible for the original matching amount of $6,123 (approximately 10.27 percent of the total project cost). The matching amount will be provided through the City’s share of the State Highway Fund.
