SUMMARY AND BACKGROUND:
Taxiway “C” is the primary taxiway that runs north/south along the west side of the airport, providing access to the runways for nearly all locally-based aircraft and all transient aircraft utilizing the visitor parking areas. Over 90% of all aircraft operating at the Salem Airport will access Taxiway “C” during arrival and departure.
Built in 1950, Taxiway “C” has received pavement rehabilitation, most recently in 2016 when most of the taxiway was completely reconstructed. As part of that project, FAA authorized only minor repair work on the concrete portion of the taxiway (Attachment 1). The proposed project will remove the greatly deteriorated concrete portion of the taxiway and replace it with a new asphalt surface.
The design and construction of the Taxiway “C” project will be funded from an additional $1B of supplemental FAA Airport Improvement Program (AIP) discretionary funding authorized in the Consolidated Appropriations Act of 2018. These additional AIP grant funds are expected to be made available to airports for qualifying projects beginning in spring 2019. There is no local match requirement for the $1B supplemental funding.
FACTS AND FINDINGS:
• The project was unanticipated and not included in the FAA’s five-year Capital Improvement Plan for the Salem Airport, nor the City’s current Capital Improvement Plan.
• Total project cost is estimated at $1.3 million, with federal share to be 100% of the project cost.
• The FAA deadline to propose projects under the supplemental funding program is October 31, 2018. Selected projects will be required to submit the formal grant application before an unknown future date. The FAA is expected to set the grant application and final award for no later than June 30, 2019.
• Depending on grant award date, the construction portion of the project could occur in summer 2020.
• The use of FAA AIP grant funds is restricted to a specified capital project the FAA has reviewed and formally approved. Funds cannot be used for any other capital projects or for airport operations and maintenance.
• Acceptance by the City of AIP grant funds requires the City to continue operating the airport in compliance with all FAA Grant Assurances for up to twenty (20) years following the date of the acceptance of the grant award. The Grant Assurances include: compliance with federal non-discrimination, environmental and contracting regulations, accounting and reporting requirements, and compliance with FAA regulations on the operation of airports.
