SUMMARY AND BACKGROUND:
This project is specified in the Wastewater Master Plan and provides wastewater services to a currently unserved area west of Doaks Ferry Road NW and north of Orchard Heights Road NW. The project also includes abandonment of an existing 8-inch main and reconnection of currently-served properties to the new system.
Funding for the subject wastewater main project was fully committed approximately 18 years ago as part of an Urban Service Area Amendment approved in conjunction with development of the West Salem High School pursuant to SRC 200.015(d). However, the project’s construction was delayed until it was needed by new development. A buyer of property near the intersection of Orchard Heights Road NW and Doaks Ferry Road NW recently notified City staff that the wastewater main will be needed for an upcoming development.
FACTS AND FINDINGS:
1. Resolution 2018-78, included as a separate item on the City Council agenda, proposes to add the wastewater system infrastructure improvement proposed under this mid-year project request to the Wastewater System Development Charges Eligible Projects List.
2. Staff anticipates that this sewer main will be constructed by the developer of property located at the northwest corner of Doaks Ferry Road NW and Orchard Heights Road NW. The estimated project cost is $1,486,000. The developer is responsible for a portion of this cost and the remainder will be paid through SDC funds. The developer’s portion of the total costs will be determined during the plan review process.
3. Upon approval of Resolution 2018-78, authorization of this mid-year project, and after completing construction of the wastewater system improvements, the developer will be eligible for reimbursement for project costs that were in excess of the developer’s share.
