SUMMARY AND BACKGROUND:

 

On August 16, 2018, the City Council Legislative Committee met to consider Legislative positions on several measures that will be on the November 2018 ballot. The Legislative Committee is comprised of Mayor Bennett and Councilors Andersen, Nanke, and McCoid with Councilor Kaser as an alternate. Mayor Bennett and Councilor Andersen were present at the August 16 meeting. While there was not a quorum of the Legislative Committee, the both members present individually recommend the Council endorse the positions listed in Facts and Findings.   

 

 

FACTS AND FINDINGS:

 

Members Bennett and Andersen of the City Council Legislative Committee recommend the following positions on 2018 ballot measures:

 

Ballot Measure 102Allows local bonds for financing affordable housing with nongovernmental entities. Requires voter approval, annual audits

 

Recommended Position: Support, could be used in the future to bond for affordable housing projects.

 

Ballot Measure 103Prohibits taxes/fees based on transactions for “groceries”

(defined) enacted or amended after September 2017

 

Recommended Position: Oppose, preempts local authority.

 

Ballot Measure 104Expands (beyond taxes) application of requirement that

three-fifths legislative majority approve bills raising revenue

 

Recommended Position: Oppose.

 

Ballot Measure 105 - Repeals law limiting use of state/local law enforcement resources to enforce federal immigration laws

 

                     Recommended Position: Oppose.

 

To continue a coordinated and unified response during the upcoming session, Mayor Bennett and Councilor Andersen are asked to communicate the nature of their legislative contacts to staff via an email to the Courtney Knox Busch (cbusch@cityofsalem.net <mailto:cbusch@cityofsalem.net>) and Deputy City Manager (kduncan@cityofsalem.net <mailto:kduncan@cityofsalem.net>).  The email should identify the date of the legislative contact, the delegate(s) with whom contact was made, bill(s) discussed, and a summary of the position(s) and comments shared. Staff will forward the communication to contracted legislative consultant, the Legislative Committee and City Council as appropriate.
