SUMMARY AND BACKGROUND:

 

The Council Board and Commission Appointments Committee convened on May 17, 2018, to review applications and requests for reappointment to the following Boards and Commissions. The Committee recommends to Council the following appointments and reappointments.

 

Citizen Budget Committee

The State of Oregon requires that all local governments establish a budget committee made up of citizen members and elected officials. The purpose of the budget committee is to promote transparency, efficiency and economy in the expenditure of public funds. Pursuant to Oregon Revised Statutes (ORS) 294.341, the budget committee shall consist of “the members of the governing body and a number, equal to the number of members of the governing body, of qualified electors of the municipal corporation appointed by the governing body.” The Council Committee recommends leaving the Ward 4 position open as of July 1, 2018, with the intent of conducting interviews at a future date. Ward 4 representative, Scott Bassett, whose term expires on June 30, 2018, is eligible to participate in those interviews once they are scheduled. Reid Sund, is recommended to a serve a full term as the Ward 7 representative expiring on June 30, 2021.

Civil Service Commission

City Charter Section 31 defines the role of the Civil Service Commission. No member of the Commission shall hold any other public office, place, position or employment with the City. No person shall be appointed a member of the Commission who is not a citizen of the United States and a resident of the City. The persons appointed shall be known to believe in the principles of the Civil Service, and shall be responsible for the administration of the Civil Service System. Brian Fordham requests reappointment to a term #2 expiring on June 30, 2021. Applicant Frank Pack is recommended by the Committee to serve a partial term expiring on June 30, 2019.

Community Police Review Board

The Community Police Review Board is to review unresolved complaints against members of the Salem Police Department. Salem Revised Code 20I states that the City Council make appointments to the Community Police Review Board, which is comprised of seven members and two alternate members. Following review of applications, Robert McGinty is recommended by the Council Committee to serve as the Alternate #2 member.

Salem Cultural and Tourism Promotion Advisory Board

The Salem Cultural and Tourism Promotion Advisory Board advises the City Council on matters pertaining to the use of the transient occupancy tax, cultural activities and convention/tourism business in Salem. Pursuant to Salem Revised Code Chapter 16 members of the Salem Cultural and Tourism Promotion Advisory Board are appointed by the Council upon the Mayor’s recommendation. Elaine Wordon requests reappointment to a term #1 expiring on June 30, 2021. The Council Committee recommends moving Board member Scott Snyder from an at-large position into the vacant position representing the for-profit tourism industry. This action would open an at-large position to potential applicants, and Mr. Snyder’s term in the for-profit tourism industry role would expire on June 30, 2021.

Salem Public Art Commission

The Salem Public Art Commission is charged with overseeing the City’s public art collection and recommending the Public Art Fund annual budget to City Council. The Commission’s primary duties include acquisition, maintenance, cataloguing and deaccessioning art within the City’s collection.  There are three full-term vacant positions expiring October 1, 2019, and one partial-term vacancy expiring October 1, 2018. Current member Michael Hernandez, who was appointed to the at-large position in December 2017, requests that he be moved into the position of “someone experienced in museum curation, art restoration or art appraisal,” as he has background in all. The term would expire on October 1, 2019, and leaves the at-large position vacant pending receipt of applications. The Council Committee recommends this move.

Salem Public Library Advisory Board

Salem Revised Code Chapter 18 authorizes the City Council to make appointments to the Salem Public Library Advisory Board. Jeffrey Skrysak requests reappointment to a term #1 expiring on June 30, 2022. William Distad requests reappointment to a term #2, expiring on June 30, 2022. Applicant Francine Boullosa is recommended by the Council Committee for appointment to a partial term expiring on June 20, 2020.

Salem Urban Development, Community Services and Housing Commission

SRC Chapter 20G authorizes the City Council to make appointments to the Salem Urban Development Community Services and Housing Commission. SRC 20G.010(a) prescribes that the Commission shall consist of three (3) at large members from the general public, one (1) representative from the Salem Housing Advisory Committee, two (2) from non-profit social service organizations, one (1) from the United Way of the Mid-Willamette Valley, one (1) at-large member from the City of Keizer and one (1) representative of a for-profit business within the City of Salem. Abraham Magana requests reappointment to a full term #1 expiring on June 30, 2021. The Council Committee recommends appointing Ryan Mann to the at-large position held by Michael Livingston, as Mr. Livingston’s partner is also an appointed member of the Commission. In addition, the Council Committee recommends LaDonna Smith as the representative of the United Way of the Mid-Willamette Valley for a term #1 expiring on June 30, 2021.
