SUMMARY AND BACKGROUND:
Located immediately outside the airport’s commercial terminal, the terminal apron is the primary commercial aircraft parking location at the Salem Municipal Airport (Attachment 1). The terminal apron is used by charter airlines, cargo operators, and business jets when granted permission by the Airport Manager. A 2015 assessment determined the apron is “Poor” with a pavement condition index score of 53 on a scale of 0-100 (Attachments 2 and 3). Forecast conditions for years 2020 and 2025 show expected pavement conditions to deteriorate further into the “poor” range. FAA has indicated interest in undertaking a pavement rehabilitation project in 2019. The project will extend the useful life of the terminal apron for at least two decades.
The Terminal Apron Rehabilitation Design project is estimated at $166,667. The design project will be funded from $150,000 of FAA FY 2018/2019 annual entitlement funds and a ten-percent grant match of $16,667 from Airport Operating funds.
FACTS AND FINDINGS:
• The FAA grant application date and final award is expected to be no later than July 31, 2018.
• Terminal apron construction is planned for summer 2019, using a combination of FAA entitlement, discretionary, and airport grant match funds. Staff will return to Council in 2019 for separate authority to apply for and accept federal grants for the construction phase of the project.
• The use of Airport Improvement Project (AIP) grant funds is restricted to only the scope of the specified capital project for which the FAA has already reviewed and formally approved. Funds cannot be used for any other capital projects nor for general airport operations and maintenance.
• Acceptance by the City of AIP grant funds requires the City to continue operating its airport in compliance with all FAA Grant Assurances for up to twenty (20) years following the date of the acceptance of the grant award. The Grant Assurances include: compliance with federal non-discrimination, environmental and contracting regulations, accounting and reporting requirements, and compliance with FAA regulations on the operation of airports.
• Council authorization is required to apply for and accept FAA grant funds.
