ISSUE:

 

Shall the City Council authorize the City Manager to execute an Intergovernmental Agreement (IGA) with Marion County for communication and dispatch services for the 2018 St. Paul Rodeo?

Authorize the City Manager to execute an IGA with Marion County for communication and dispatch services for the 2018 St. Paul Rodeo.

SUMMARY AND BACKGROUND:

 

St. Paul hosts this PRCA rodeo annually over the July 4th holiday.  An estimated 50,000 people attend the rodeo and other events from July 3, 2018, through July 7, 2018.  Marion County has requested Willamette Valley Communication Center to provide communication and dispatch services for the event.  Marion County will pay for communications personnel at a flat rate of $63.00 per hour, which reflects an average burden for City personnel staffing the event and will allow for more efficient billing and payment for services.

 

 

FACTS AND FINDINGS:

 

1.                     The Willamette Valley Communications Center is committed to working with area partners to facilitate professionalism by providing assistance when needed.

 

2.                     The use of Willamette Valley Communications staff will enhance the security at the venue site and assist Marion County with this event.

 

3.                     The IGA (Attachment 1) authorizes Willamette Valley Communications Center to assist Marion County and delineates the role of providing communication and dispatch services for the 2018 St. Paul Rodeo.

 

The Agreement allows for modification by mutual consent of the parties. The City Manager may execute amendments to the Agreement if the following requirements are met:

a.         The amendments do not substantially expand the City’s obligations;

b.         The amendments do not broaden the scope of the Agreement to other subject matters.

c.         The amendments do not increase the City’s financial obligations; and,

d.         The amendments may extend the term or renew the Agreement so long as any other changes to the Agreement do not substantially expand the City’s obligations.
