SUMMARY AND BACKGROUND:
The Marion Street and Center Street Bridges are under Oregon Department of Transportation (ODOT) jurisdiction and are part of State Highway Route 22. ODOT maintenance crews have primarily responsibility for plowing, sanding, and deicing the bridges during winter storms. During storms when ODOT resources have been unavailable, City crews have plowed and sanded the bridges after receiving verbal authorization from ODOT. After the 2016-2017 winter, ODOT and the City determined that allowing the City of Salem to plow and sand the Marion and Center Street bridges when necessary without having to obtain authorization from ODOT would provide improved public service. ODOT is granting the City the authority to plow and sand the bridges as needed and will reimburse the City.
FACTS AND FINDINGS:
• The City of Salem will not apply liquid deicing chemical to the bridges unless specifically requested by ODOT. In order to avoid the over-application of liquid deicing chemical, City crews have not been permitted to apply deicer on the bridges. ODOT has retained that responsibility for safety reasons.
• Intergovernmental Agreement No. 32349 is effective the date of the final signature and expires on June 30, 2019.
• ODOT will reimburse the City for equipment and services based on the City’s rates used for its internal financial management of personnel and equipment adopted and in existence at the time of work being performed in an amount not to exceed $10,000 per State fiscal year (Fiscal Year 2018 and Fiscal Year 2019) for a total not to exceed amount of $20,000.
