SUMMARY AND BACKGROUND:

The Oregon Environmental Council (OEC) has asked the City of Salem’s Public Art Commission to host a new art work designed to honor the 1971 Bottle Bill.  OEC is working with other communities to honor the legacy of Oregon’s landmark environmental legislation.

The Salem Public Art Commission, formed in 2010, is charged with and has the authority to select, acquire, receive, borrow, commission the design or fabrication of, and maintain, deaccession, document and register all works of art within the City’s public art collection” Salem Revised Code 15.020(d).

FACTS AND FINDINGS:

OEC has raised $15,000 to support the commissioning of the art work.  At their December 13, 2017 meeting, the Salem Public Art Commission approved spending up to $15,000 in Public Art Fund resources to support this work.  The Commission anticipates the work, at a site and in a media to be determined, will be installed in 2018.

The City, through the Public Art Commission, will commission and approve the design of the art work, obtain all necessary permits for installing the art work, and determine the location for the art work. OEC’s input concerning the design and location of the art work will be considered.
