Shall the City Council appoint and reappoint the applicants listed in the Facts and Findings section to the Citizens Advisory Traffic Commission, Community Police Review Board, Downtown Advisory Board, Salem Cultural and Tourism Promotion Advisory Board, Salem Parks and Recreation Advisory Board, Salem Planning Commission, and Salem Public Art Commission?

 

RECOMMENDATION:

Appoint and reappoint the applicants listed in the Facts and Findings section to the Citizens Advisory Traffic Commission, Community Police Review Board, Downtown Advisory Board, Salem Cultural and Tourism Promotion Advisory Board, Salem Parks and Recreation Advisory Board, Salem Planning Commission, and Salem Public Art Commission.

SUMMARY AND BACKGROUND:

 

Citizens Advisory Traffic Commission

The Citizens Advisory Traffic Commission makes recommendations to the City Council in the area of traffic movement and safety

Community Police Review Board

The Community Police Review Board is to review unresolved complaints against members of the Salem Police Department.

Downtown Advisory Board

This joint advisory board advises the Urban Renewal Agency Board on matters related to urban renewal and tax increment fund allocations, and will advise the City Council on matters related to the Downtown Parking District and the Parking Fund.

Salem Cultural and Tourism Promotion Advisory Board

The Salem Cultural and Tourism Promotion Advisory Board advises the City Council on matters pertaining to the use of the transient occupancy tax, cultural activities and convention/tourism business in Salem.

Salem Parks and Recreation Advisory Board

The Salem Parks and Recreation Advisory Board recommends to and advises City Council on the acquisition, development, and maintenance of park land and recreational facilities.

 

Salem Planning Commission

The Salem Planning Commission acts as an advisory commission to the City Council with a broad scope of concern in promoting the growth and orderly development of the City of Salem.

 

Salem Public Art Commission

The Salem Public Art Commission is charged with overseeing the City’s public art collection and recommending the Public Art Fund annual budget to City Council. The Commission’s primary duties include acquisition, maintenance, cataloguing and deaccessioning art within the City’s collection.

 

FACTS AND FINDINGS:

 

The Council Board and Commission Appointments Committee met on November 21, 2017, and recommends the following appointments and reappointments.

Citizen Advisory Traffic Commission (three-year terms)

Reappoint Ezekiel Liming to a full term expiring on December 31, 2020.

Reappoint Denise Van Dyke to a full term expiring on December 31, 2020.

Reappoint Lowell Wetzel to a full term expiring on December 31, 2020.

Community Police Review Board (two-year terms)

Appoint Steven J. Rice to a full term expiring on January 1, 2020.

Appoint Bevin Clapper to a full term expiring on January 1, 2020.

Appoint Michael Staudinger to the Alternate #1 position (no term expiration date).

Appoint Spencer Bailly to the Alternate #2 position (no term expiration date).

Reappoint William Distad to a full term expiring on January 1, 2020.

Reappoint David Reinholdt to a full term expiring on January 1, 2020.

Reappoint Jodi Sherwood to a full term expiring on January 1, 2020.

Downtown Advisory Board (three-year terms)

Reappoint Brad Compton to a full-term position expiring on December 31, 2020.

Reappoint Laurie Miller to a full term expiring on December 31, 2020.

Salem Cultural and Tourism Promotion Advisory Board (three-year terms)

Appoint Scott Snyder to a full term expiring on June 30, 2020.

Appoint Elaine Worden to a partial term expiring on June 30, 2018.

Salem Planning Commission (four-year terms)

Reappoint Brian McKinley to a full term expiring on December 31, 2021.

Reappoint Joshlene Ann Pollock to a full term expiring on December 31, 2021.

Salem Parks and Recreation Advisory Board

Appoint Micah Seth Moskowitz to a full term expiring on December 31, 2020.

Salem Public Art Commission

Appoint Michael Hernandez to a full term expiring on October 1, 2020.
