ISSUE:

 

Shall the City Council authorize the City Manager to execute the attached amendment to the Intergovernmental Agreement (IGA) with the Salem-Keizer School District (District) to provide resource officer services within the District’s schools until December 31, 2017.

SUMMARY AND BACKGROUND:

 

The Salem-Keizer School District serves approximately 42,000 students, with the majority of its facilities located within the City of Salem. The District has contracted with the City of Salem for resource officer services for over nineteen years. Nine police officers, including one Corporal and one Sergeant, have been assigned to the Youth Services Unit (YSU) for this purpose. The police officers assigned to the YSU handle reports of criminal activity in and around the schools.  At the conclusion of the 2016-17 school year the IGA between the District and the Salem Police Department expired. A new contract is currently being negotiated and an extension of the previous contract is needed while the parties continue their negotiations.

 

 

FACTS AND FINDINGS:

 

1.                     At the conclusion of the 2016-17 school year the District provided the Salem Police Department with a contract for resources officer services during the 2017-18 school year that contained unanticipated provisions.

2.                     The parties have been engaged in on-going negotiations regarding these provisions, and further negotiations are necessary to reach agreeable terms.

3.                     Staff is uncertain that a finalized agreement will be ready for Council’s consideration prior to the Council’s final meeting in December; however, this extension will give staff additional time to reach a finalized agreement.

4.                     The Salem Police Department has continued to provide resource officer services to the District while the parties have engaged in negotiations.

5.                     The 2016-17 contract for resource officer services was previously amended to extend the contract through July 31, 2017. The attached amendment will apply retroactively and extend the contract through December 31, 2017, under the same terms and conditions except as modified by amendment.

6.                     The amendment will ensure uninterrupted service, payment, and partnership between the District and the Salem Police Department until a finalized agreement can be reached.

7.                     The District has agreed to pay $233,213.05 to the City for the resource officer services provided during the 2017-18 school year up-to and including December 31, 2017.

8.                     Execution of the attached amendment is in the best interest of the City of Salem and the public.
