SUMMARY AND BACKGROUND:
Citizen Budget Committee
The State of Oregon requires that all local governments establish a budget committee made up of citizen members and elected officials. The purpose of the budget committee is to promote transparency, efficiency and economy in the expenditure of public funds. Pursuant to Oregon Revised Statutes (ORS) 294.341, the budget committee shall consist of “the members of the governing body and a number, equal to the number of members of the governing body, of qualified electors of the municipal corporation appointed by the governing body.” There is one full-term vacancy for the Ward 1 representative expiring on June 30, 2020. The Council Committee unanimously recommended that applicant Paul D. Tigan, be appointed.
Community Police Review Board
The Community Police Review Board is to review unresolved complaints against members of the Salem Police Department. Salem Revised Code 20I states that the City Council make appointments to the Community Police Review Board, which is comprised of seven members and two alternate members. Current Alternate #2 member, Jodi Sherwood, has requested appointment from that position to a partial-term position vacancy expiring on January 1, 2018.
Judicial Compensation Commission
In 2008, Council enacted SRC 4.035, establishing a Judicial Compensation Review Commission, comprised of the City Manager and two residents, one of whom is to be a member in good standing with the Marion or Polk County Bar Association. The Commission is charged with making a recommendation every other year on the compensation for the Municipal Judge and pro tempore judges. The two members serve four-year terms; both positions are currently vacant. Former City Councilor Warren Bednarz and local attorney Lucille Sage have been nominated to serve terms expiring on June 30, 2020.
Salem Cultural and Tourism Promotion Advisory Board
The Salem Cultural and Tourism Promotion Advisory Board advises the City Council on matters pertaining to the use of the transient occupancy tax, cultural activities and convention/tourism business in Salem. Pursuant to Salem Revised Code Chapter 16 members of the Salem Cultural and Tourism Promotion Advisory Board are appointed by the Council upon the Mayor’s recommendation. Two applicants were recommended to Council for appointment: Claudia Lee Vorse and Jonathan Baker for partial terms expiring on June 30, 2019.
FACTS AND FINDINGS:
The Council Board and Commission Appointments Committee met on August 29, 2017, and recommends the following appointments.
Citizen Budget Committee
Appoint Paul D. Tigan as the Ward 1 representative to a full term #1 expiring on June 30, 2020.
Community Police Review Board
Appoint Jodi Sherwood from the Alternate #2 position to the partial-term vacancy expiring on January 1, 2018.
Judicial Compensation Commission
Appoint Warren Bednarz to a full-term position expiring on June 30, 2020.
Appoint Lucille Sage to a full-term position, as member of the Marion County Bar Association, expiring on June 30, 2020.
Salem Cultural and Tourism Promotion Advisory Board
Appoint Claudia Lee Vorse to a partial-term position expiring on expiring on June 30, 2019.
