SUMMARY AND BACKGROUND:

 

Both the Center Street and Marion Street bridges crossing the Willamette River have been determined to be susceptible to significant damage from a major Cascadia Subduction Zone earthquake.  At least one of these bridges needs to remain operational after a major seismic event to ensure that essential services can be maintained for West Salem residents, as well as other communities west of the Willamette River.  A preliminary review of the bridges indicated that the Center Street Bridge is best suited for seismic upgrades.  It was replaced in 1985 and is in relatively good condition, making if more cost effective to retrofit than the older Marion Street Bridge.   

 

The Oregon Department of Transportation (ODOT) with support from the City of Salem, requested and received approval to use federal funds to complete the seismic upgrade study for the bridge. The study will evaluate seismic retrofit options for the bridge and make recommendations on a plan and estimated cost.  Federal funding for the study has been allocated through the Mid-Willamette Valley Council of Governments (MWVCOG) and requires that an intergovernmental agreement be executed before work can begin.   

 

 

FACTS AND FINDINGS:

 

An Intergovernmental Agreement (Attachment 1) has been prepared to identify the roles and responsibilities for the seismic upgrade study.  Highlights of the agreement are as follows:

 

                     The cost estimate for the seismic study is $200,000.  MWVCOG will provide $179,460 of federal funds; ODOT will provide $15,405 of local match funds; and the City will provide $5,135 of local match funds.

                     ODOT will select a consultant to perform the study and be responsible for overall management of the work.

                     City staff will assist ODOT with the consultant selection process and provide input on key decisions and the final report.

                     The study is scheduled to be completed by the end of 2018.

 

Additionally, the State of Oregon recently received Legislative approval through the Transportation Funding Package for an estimated $60 million dollars to complete seismic upgrades to the Center Street Bridge.  The City will continue to coordinate with ODOT after the seismic upgrade study is complete to facilitate the design and construction of the final improvements.
