SUMMARY AND BACKGROUND:

 

The Oregon Department of Transportation (ODOT) has programmed federal funds to improve safety on local streets.  In Salem, the funds have been allocated for signalized intersection improvements and bicycle/pedestrian improvements effective in reducing accidents.  Funding is from ODOT’s “All Road Transportation Safety” (ARTS) Transition Program.  ARTS allocates $992,500 for signal upgrades along four street corridors within the Salem-Keizer Urban Growth Boundary.  The corridors:

 

                     Hawthorne Avenue NE (State Street to Silverton Road NE)

                     Market Street NE (Summer Street NE to Savage Road NE)

                     Kuebler Boulevard SE (36th Avenue SE to the Sprague High School entrance)

                     Lancaster Drive NE/SE (Kuebler Boulevard SE/Cordon Road SE to Ward Drive NE)

 

The scope of the signal upgrades along these corridors includes equipment upgrades such as controllers, signal heads, pedestrian signal heads, and audible pedestrian push buttons.

 

 

FACTS AND FINDINGS:

 

Approximately 40 intersections will be upgraded within the Salem-Keizer Urban Growth Boundary.  All of the traffic signals are maintained by the City and are located on City and Marion County streets. Design for the signal modifications will begin this fall and construction will occur in 2018

 

Except for budgeted project development costs of approximately $20,000, no additional City funds are needed for this project.

 

The $992,500 of federal funds allocated for the project will be exchanged for $932,950 of state funds at an exchange ratio of $0.94 state dollars for $1.00 federal dollars.  ODOT will reimburse the City for 100 percent of the actual costs up to $932,950.  Although exchanging the federal funds with state funds decreases the total funding allocation, the exchange is cost effective for the City because eliminating federal processes results in costs savings that exceed the exchange rate reduction. Staff has estimated that approximately $75,000 of the total project cost will be saved on the project by exchanging the funds and eliminating the additional federal review, reporting, and administrative requirements.
