Shall the City Council approve the attached grant agreement between the Housing Authority of the City of Salem and the City of Salem for the City to provide $1,400,000 for the Homeless Rental Assistance Program.

SUMMARY AND BACKGROUND:

 

The Homeless Rental Assistance Program (HRAP) was created in March 2017 in order to serve the most vulnerable and highest-risk 100 homeless individuals through placement into appropriate transitional housing for up to one year with a self-sufficiency model of case management support and wraparound services needed for successful tenancy. Priority would be given to those most at-risk individuals as identified and scored through the data-driven vulnerability index known as the VI-SPADT, administered by the Mid-Willamette Valley Community Action Agency.   

 

 

FACTS AND FINDINGS:

 

This grant will allow the Housing Authority of the City of Salem and the HRAP to provide rental assistance payments, barrier removal funding, and intensive case management to the most at-risk 100 homeless individuals. The Housing Authority will also work with community partners to ensure HRAP clients receive services and access to the in-kind resources available. This grant will also assist with the administrative costs and the funding of a Housing Authority Family Self-Sufficiency Coordinator.
