SUMMARY AND BACKGROUND:

 

Citizen Budget Committee

The State of Oregon requires that all local governments establish a budget committee made up of citizen members and elected officials. The purpose of the budget committee is to promote transparency, efficiency and economy in the expenditure of public funds. Pursuant to Oregon Revised Statutes (ORS) 294.341, the budget committee shall consist of “the members of the governing body and a number, equal to the number of members of the governing body, of qualified electors of the municipal corporation appointed by the governing body.” Committee members representing Ward 1 (Jan Kailuweit) and Ward 2 (Robert Bailey) have each served two terms and are leaving service as of June 30, 2017. The Ward 5 position is currently vacant with a partial term expiring on June 30, 2018. The Council Committee unanimously recommended that applicants for Ward 2, Reid Sund, and Ward 5, Joyce Hummel Judy, be appointed without interviews by Council. If appointed, Mr. Sund would serve a full term expiring on June 30, 2020, and Ms. Judy would serve a partial term expiring on June 30, 2018. Ward 8 representative, Derik Milton, has requested reappointment to a full term expiring on June 30, 2020. The Ward 1 vacancy remains open for receipt of applications.

Civil Service Commission

City Charter Section 31 defines the role of the Civil Service Commission. No member of the Commission shall hold any other public office, place, position or employment with the City. No person shall be appointed a member of the Commission who is not a citizen of the United States and a resident of the City. The persons appointed shall be known to believe in the principles of the Civil Service, and shall be responsible for the administration of the Civil Service System. One partial-term vacancy remains to replace Nathan Nottingham, whose second term expired on June 30, 2016. When someone is appointed to replace Mr. Nottingham that term will expire on June 30, 2019. Victoria Osegueda, appointed to a partial term in April 2017, has requested reappointment to a term expiring on June 30, 2020.

Salem Cultural and Tourism Promotion Advisory Board

The Salem Cultural and Tourism Promotion Advisory Board advises the City Council on matters pertaining to the use of the transient occupancy tax, cultural activities and convention/tourism business in Salem. Pursuant to Salem Revised Code Chapter 16 members of the Salem Cultural and Tourism Promotion Advisory Board are appointed by the Council upon the Mayor’s recommendation. Catherine Jarmin-Miller has served two terms as of June 30, 2017, and Zienab Anwar left the Board in April 2017, leaving one full-term vacancy and one partial-term vacancy. The Council Committee recommends current board member, Laura Tesler, who was appointed in April 2017 to fill a partial term expiring on June 30, 2017, be reappointed to a term expiring on June 30, 2020. Additional vacancies remain open for receipt of applications.

Salem Public Library Advisory Board

Salem Revised Code Chapter 18 authorizes the City Council to make appointments to the Salem Public Library Advisory Board. K. Louise Newswanger, who was appointed to a partial term in November 2016, has requested reappointment to a term expiring on June 30, 2021. The Council Committee recommends reappointment of Ms. Newswanger, as well as the initial appointment of Jacqueline Leung to a partial-term expiring on June 30, 2020.

Salem Urban Development, Community Services and Housing Commission

SRC Chapter 20G authorizes the City Council to make appointments to the Salem Urban Development Community Services and Housing Commission. SRC 20G.010(a) prescribes that the Commission shall consist of three (3) at large members from the general public, one (1) representative from the Salem Housing Advisory Committee, two (2) from non-profit social service organizations, one (1) from the United Way of the Mid-Willamette Valley, one (1) at-large member from the City of Keizer and one (1) representative of a for-profit business within the City of Salem. Commissioner Adam Kohler has requested reappointment to a full term expiring on June 30, 2020, and Commissioner Jayne Downing has also requested reappointment to term expiring on June 30, 2020. In addition, the Council Board and Commission Appointments Committee recommends the appointment of Erin Boers to fill a full-term vacancy expiring on June 30, 2020.

The Council Board and Commission Appointments Committee met on June 5, 2017, and recommends the following initial appointments and reappointments.

Citizen Budget Committee

Reappoint Ward 8 representative Derik Milton to a full term expiring on June 30, 2020.

Appoint Reid Sund as the Ward 2 representative to a full term expiring on June 30, 2020.

Appoint Joyce Hummel Judy as the Ward 5 representative to a partial term expiring on June 30, 2018.

Civil Service Commission

Reappoint Victoria Oseguenda to a full term expiring on June 30, 2020.

Salem Cultural and Tourism Promotion Advisory Board

Reappoint Laura Tesler to a full term expiring on June 30, 2020.

Salem Public Library Advisory Board (four-year terms)

Reappoint K. Louise Newswanger to a full term expiring on June 30, 2021.

Appoint Jacqueline Leung to a partial term expiring on June 30, 2020.

Salem Urban Development, Community Services and Housing Commission

Reappoint Adam Kohler to a full term expiring on June 30, 2020.

Reappoint Jayne Downing to a full term expiring on June 30, 2020.
