Authorize the City Manager to execute the attached Amendment #5 to the IGA between the City of Salem and CCC for cooperative regional library services.

body

SUMMARY AND BACKGROUND:

The City of Salem currently has an IGA in place with CCC for Chemeketa Cooperative Regional Library Services (CCRLS). CCRLS is a program among 18-member libraries, including Salem. The IGA allows the member libraries to share a common library catalog system and to reciprocally share materials. Additionally, each library’s governing agency is financially compensated for belonging to the cooperative and for providing cooperative services.

FACTS AND FINDINGS:

The City of Salem’s current five-year agreement with CCC is in place until June 30, 2018. This Amendment #5 includes the amount of compensation to be provided to the Salem Public Library for the 2017-2018 Fiscal Year. Salem will receive approximately $604,005 by allowing its library to be a part of the CCRLS in FY 2017-18. Additionally, Salem will receive $1791.66 per month, payable quarterly, for an annual maximum of $21,500 to provide Interlibrary Loan Services for the member libraries. Salem’s role in providing this loan service is being discontinued as CCRLS staff will be centralizing the interlibrary loan process at Chemeketa Community College at some point during the 2017-2018 FY.
