ISSUE:

 

Shall the City Council authorize the City Manager to execute the attached Intergovernmental Agreement (IGA) with the Salem Area Mass Transit District (Transit District) for police services at the Downtown Transit Center during Fiscal Year 2017-2018 and Fiscal Year 2018-2019?

SUMMARY AND BACKGROUND:

 

For over twenty years, the Transit District has contracted with the City of Salem, through its Police Department, to provide law enforcement services at the Downtown Transit Center.  This partnership has been effective in ensuring the safety of the public in and around the Downtown Transit Center. The Downtown Enforcement Team conducts community based policing for the Downtown Transit Center as well as for Salem’s downtown core area. The Downtown Enforcement Team is staffed with one Sergeant and six Officers who deploy on foot, on bicycles and in police cars.

    

 

 

FACTS AND FINDINGS:

 

1.                     The IGA requires the Salem Police Department to assign a minimum of one sworn police officer to the Downtown Transit Center on an on-call basis for not less than forty-five (45) hours per week during designated hours.

 

2.                     The IGA requires the Transit District to pay the City of Salem the sum of $130,800 for Fiscal Year 2017-2018 and $134,200 for Fiscal Year 2018-2019 to cover the costs of the police services provided.  The amount due to the City for each fiscal year will be paid to the City in four (4) equal installments over the fiscal year, for a total of eight (8) payments.

 

3.                     The execution of the IGA with the Transit District will benefit the citizens of Salem as well as the Transit District.
