SUMMARY AND BACKGROUND:

 

The only access to the City’s Geren Island Water Treatment Facility is provided by a single lane bridge owned by the City of Salem that is inspected every five to seven years to confirm the bridge remains structurally sound.  The bridge was most recently inspected on September 22, 2016, by OBEC Consulting Engineers.  The inspector found evidence of scouring of the riverbed leading to the possible undermining of the bridge’s concrete pier foundations. OBEC recommended that an underwater dive inspection be performed to fully determine if, in fact, significant scouring is present.  The earliest an underwater inspection can safely be undertaken is during summer low flow river conditions.    

 

 

FACTS AND FINDINGS:

 

                     The Oregon Department of Transportation (ODOT) has a dive team comprised of certified bridge inspectors that are available to perform the underwater inspection.

 

                     Staff has negotiated the attached Intergovernmental Agreement (IGA) with ODOT to perform the dive inspection service.

 

                     ODOT has agreed to perform the work for actual costs not to exceed $3,000.

 

                     Upon Council authorization of the attached IGA, staff will schedule the underwater inspection at the earliest opportune time during low flow river conditions.

 

                     If dive inspection results indicate that a significant scour issue is present, staff will develop a response and mitigation strategy to address the problem.
