SUMMARY AND BACKGROUND:
Osborne Adventures, an Oregon non-profit organization, is proposing to implement a bike-share program. A bike-share program is a mobility option for point-to-point trips or longer recreational rides that allows users to access bicycles located at a network of self-service stations.
A bike station has the capacity for 10 bikes. Each bike station, including installation, costs $500.00. The $3,000 requested from the City will fund the installation of six bike stations.
The Parking Services General Fund budget is the recommended funding source
FACTS AND FINDINGS:
A bike-share program is an investment in the physical health of the community. Bike share programs can enhance tourism, provide an affordable after-hours/weekend transportation option, and reduce reliance on cars. A bike-share program provides expected outcomes that support the Central Salem Mobility Study and Salem Transportation Plan goals.
Osborne Adventures will be required prior to disbursement of grant funds to provide confirmation of financial resources sufficient to cover any costs not covered by the grant funds. The estimated cost for the program is $80,000. They have currently raised 50% of the funding necessary to move the project forward. They continue outreach to different organizations within Salem to secure sponsorships.
Osborne Adventures will be required to maintain the bike stations funded by the grant in good order for at least five (5) years, including prompt removal of graffiti and repair of damage or vandalism.
Participants can pick up a bicycle at any self-serve bike station and return it to any other bike station located within the system’s service area; the bikes are available 24/7. The system is accessed through an app that has low-cost subscriptions ranging from a few dollars for a day pass to annual memberships.
Locations for the six bike stations have not been determined. A few locations have been identified for consideration within Riverfront Park including east end of the Historic Railroad Bridge, east end of the Peter Courtney Bridge, and the Carousel.
The bike share will use bikes specifically designed to limit theft and vandalism. The lock is a hardened-steel shackle that allows the user to lock and unlock utilizing a code. The cost for each specialty bike is approximately $1,500 and will be purchased through sponsorship funds from local businesses and organizations.
Stations will include a kiosk with an information panel that can be used to provide maps, information about the system, and advertising.
There is sufficient budget authority within the Parking Services General Fund budget to fund up to six bike stations.
