SUMMARY AND BACKGROUND:
The State of Oregon, through its Department of Administrative Services, intends to sell the 47 acre former Oregon State Hospital (OSH) property bounded by Center, D, 23rd, and Park Streets in Salem (Attachment 2). The northwest corner of the site contains a large open space that is used as recreation space by sports clubs and area residents. Several neighborhood associations, sports clubs, and concerned citizens have expressed a strong interest in maintaining the site as a park. If acquired, the site (Attachment 3) would become a City of Salem “Community Park” as defined in the Comprehensive Park System Master Plan.
FACTS AND FINDINGS:
The proposed acquisition contains approximately seven acres. After completion of subdividing the 47 acre parcel, survey, right-of-way dedication, and final lot determination, the park site will be between six and seven acres.
City staff has come to terms with the State of Oregon Department of Administrative Services (DAS) for acquisition of the property. The key terms of the proposed Purchase and Sale Agreement are outlined in Attachment 4. Funds for the acquisition will come from Parks System Development Charges.
