SUMMARY AND BACKGROUND:

 

The City of Salem entered into an IGA with the Oregon Department of Corrections (DOC) for the lease of equipment space which allows for the placement on DOC property of a UHF receiver used in the Salem Police UHF Radio system (attached). The Salem Police Department radio system relies on the equipment located at the DOC site to provide essential dispatch radio coverage to police officers in the field.

The DOC recently notified the Salem Police Department that the Equipment Space Lease is set to expire on May 22, 2017, and provided an amendment to the agreement. The amendment makes the lease perpetual until terminated and requires the parties to review the agreement every two-years (attached). As staff was unable to get the amendment before the Council prior to expiration of the agreement, and the lease is necessary to protect the placement of essential police communications equipment, the City Manager executed the amendment.

  

 

 

FACTS AND FINDINGS:

 

1.                     The ability to provide essential dispatch radio coverage to law enforcement officers would have been placed at risk if this site lease was not renewed.

2.                       The City Manager’s execution of Amendment 01 to the Equipment Space Lease Agreement was in the best interests of the City.

3.                     Council’s ratification of the City Manager’s execution of Amendment 01 to the Equipment Space Lease Agreement is in the best interests of the City.
