SUMMARY AND BACKGROUND:

 

Citizens Advisory Traffic Commission

The Citizens Advisory Traffic Commission makes recommendations to the City Council in the area of traffic movement and safety.  Salem Revised Code Chapter 5 states the City Council make appointments to the Citizens Advisory Traffic Commission.  There are two partial-term vacancies expiring on December 31, 2019.  The Council Committee reviewed and considered the applications and recommends the applicants as listed below in the Facts and Findings for appointment by the Council.

Civil Service Commission

City Charter Section 31 defines the role of the Civil Service Commission.  No member of the Commission shall hold any other public office, place, position or employment with the City.  No person shall be appointed a member of the Commission who is not a citizen of the United States and a resident of the City.  The persons appointed shall be known to believe in the principles of the Civil Service, and shall be responsible for the administration of the Civil Service System.  There are currently two partial-term vacancies, one with a term ending June 30, 2017.  The other is a vacancy to replace Nathan Nottingham, whose second term expired on June 30, 2016.  When someone is appointed to replace Nathan that term will expire on June 30, 2019.

Salem Cultural and Tourism Promotion Advisory Board

The Salem Cultural and Tourism Promotion Advisory Board advises the City Council on matters pertaining to the use of the transient occupancy tax, cultural activities and convention/tourism business in Salem. Pursuant to Salem Revised Code Chapter 16 members of the Salem Cultural and Tourism Promotion Advisory Board are appointed by the Council upon the Mayor’s recommendation.  There is one partial-term vacancy expiring June 30, 2017, due to a recent resignation, and one partial-term vacancy expiring on June 30, 2019.  The Council Committee reviewed and considered applications and recommends the persons listed below in the Facts and Findings for appointments to a partial term expiring June 30, 2017, and June 30, 2019. One current board member, whose term #2 expires on June 30, 2017, requested reappointment to a full term #2 expiring on June 30, 2020.

Downtown Advisory Board (Council Appointments)

This joint advisory board advises the Urban Renewal Agency Board on matters related to urban renewal and tax increment fund allocations, and will advise the City Council on matters related to the Downtown Parking District and the Parking Fund.  There is one partial-term vacancy representing a business owner or property owner within the Riverfront-Downtown Urban Renewal Area expiring December 31, 2019.  The Council Committee reviewed and considered applications and recommends the person listed below in the Facts and Findings for appointment.

Salem Parks and Recreation Advisory Board

The Salem Parks and Recreation Advisory Board recommends to and advises City Council on the acquisition, development, and maintenance of park land and recreational facilities.  Its mission is to promote and enhance the quality and availability of Salem's parks, recreational facilities, City-owned trees and gardens, and to insure a legacy of open green spaces, outdoor experiences, and the preservation of the natural environment as a desired and desirable community amenity for all Salem's citizens.  There is currently one partial-term vacancy expiring on December 31, 2017.  The Council Committee reviewed and considered the applications and recommends the applicant listed below in the Facts and Findings for appointment by the Council.

Salem Urban Development, Community Service and Housing Commission

SRC Chapter 20G authorizes the City Council to make appointments to the Salem Urban Development Community Services and Housing Commission.  SRC 20G.010(a) prescribes that the Commission shall consist of three (3) at large members from the general public, one (1) representative from the Salem Housing Advisory Committee, two (2) from non-profit social service organizations, one (1) from the United Way of the Mid-Willamette Valley, one (1) at-large member from the City of Keizer and one (1) representative of for-profit business within the City of Salem.  There are currently two vacancies:  One for a partial term representing an at-large position expiring on June 30, 2018, and one partial term for a position representing the Salem Housing Advisory Committee expiring on June 30, 2019.  The Council Board and Commission Committee reviewed and considered the applications and recommends the two applicants listed in the Facts and Findings for Council appointment.

The Council Board and Commission Appointments Committee met on April 7, 2017, and recommends the following initial appointments and reappointment.

 

Citizens Advisory Traffic Commission

Appoint Alan C. Scott to a partial term expiring on December 31, 2019.

Appoint Keith Quick to a partial term expiring on December 31, 2019.

Civil Service Commission

Appoint Victoria Oseguenda to a partial term expiring on June 30, 2017.

Downtown Advisory Board

Appoint Chip Conrad to a partial term representing a business owner or property owner within the Riverfront-Downtown Urban Renewal Area expiring on December 31, 2019.

Salem Cultural and Tourism Promotion Advisory Board

Reappoint Adam Kohler to a full term #2 expiring on June 30, 2020.

Appoint Laura Tesler to a partial term expiring on June 30, 2017.

Appoint Michelle Cordova to a partial term expiring on June 30, 2019.

Salem Parks and Recreation Advisory Board

Appoint Kourtney Linebaugh to a partial term expiring on December 31, 2017.

Salem Urban Development, Community Service and Housing Commission

Appoint Michael Livingston to a partial term, at-large position, expiring on June 30, 2018.
