SUMMARY AND BACKGROUND:
The Proposed FY17/18 operating budget includes funds to complete slurry seal maintenance activities on various City streets and at the Geren Island Water Treatment Facility (see Attachment 1). Marion County has a project to complete the same type of maintenance work on several County roads. Since both projects are going to occur this summer, public funds can be saved on administration by one local government preparing the design plans and managing a single construction contract for both agencies. Staff expects that better construction bids will be received by combining the County and City work into a single project.
The County has provided these services to the City in the past and has staff available to perform the work. For the County to complete the design, bid a construction contract, and manage construction activities for the City, an Intergovernmental Agreement (see Attachment 2) is required.
FACTS AND FINDINGS:
• Funds are programmed in the recommended FY 17/18 operating budget to accomplish the asphalt slurry seal work. The Intergovernmental Agreement includes approximately $170,000 for work on City streets, $60,000 for work at the Geren Island Water Treatment Facility, and $15,000 for Marion County labor and services.
• City staff will perform field inspection activities and provide public notifications for the City streets included in the project.
• The City will reimburse the County for the actual design engineering and construction contracting costs for the City work.
• All work is scheduled to be completed this summer.
