SUMMARY AND BACKGROUND:
On November 28, 2016 the City Council approved a legislative concept to pursue a legislative fix to increase efficiency in review of comprehensive plan changes for a single property.
This concept is now contained in House Bill 3245. The legislative Committee has been supportive of the purpose behind the bill, but has not adopted an official position. A public hearing has been scheduled for House Bill 3245 on March 30, 2017.
Individual members of the Legislative Committee have been contacted and indicated their continued support. It is recommended that the City Council approve a position of support 1 to enable the City to take an active role in moving the legislation forward.
FACTS AND FINDINGS:
Bills of significant interest are assigned a priority:
1. Very High Priority - Major fiscal or policy impact. Mayor, councilors, and/or staff should work to support or oppose the bill.
2. High Priority - Moderate Impact. Staff should be involved in supporting or opposing the bill.
