SUMMARY AND BACKGROUND:

 

Except for certain administrative powers provided to the City Manager, all powers of the City are vested in the Council, as provided by Chapter II of the Charter. In 2010, City Council adopted Resolution 2010-7 to delegate authority to the City Manager to apply for and accept certain grants of up to $25,000. The purpose of the resolution was to provide a more efficient method to take advantage of grant opportunities, where there was no matching contribution requirement for the City, and the obligations imposed by the grant funding were limited to the purposes of the grant.

 

Since adoption of that resolution, staff has continued to seek City Council approval for grant applications when the grants require either a financial match or an in-kind match in personnel resources.  Grants received that exceed $25,000 or have a match requirement are presented to City Council for approval. 

 

The process of preparing a staff report for grants, and council’s consideration of such requests, require time and resources for both council and staff.  Expanding the City Manager’s authority in approving and accepting grants will provide greater efficiency in the process, and free up more time for staff and council to concentrate on other council agenda items.   

 

 

FACTS AND FINDINGS:

 

Resolution No. 2017-24 delegates to the City Manager the authority to apply for and accept grants, subject to:

                     The grant’s objectives are consistent with City policy,

                     The grant’s resources help implement City services,

                     The grant amount does not  exceed $100,000,

                     The grant will not require matching funds, or the matching funds are  included in the approved City budget and properly appropriated,

                     The grant’s match is in-kind services, and

                     The grant contains no conditions requiring the City to take any act, other than to use the funds for purposes set forth in the grant application.

 

Resolution No. 2017-24 rescinds Resolution No. 2010-7.  Resolution 2010-7 delegates authority for grants up to $25,000, and requires City Council approval for any grant with any type of match, either in-kind or financial.

 

The City Manager may delegate this authority to other staff as appropriate. The City Manager may also present any of the grant opportunities addressed in the resolution to City Council for approval if the City Manager deems it appropriate.
