SUMMARY AND BACKGROUND:

 

The City of Lafayette Wastewater Treatment Plant would like to perform maintenance to their lagoons through routine cleanup. The cleanup includes the removal of the sludge from the bottom of the lagoons. Under the proposed Intergovernmental Agreement (Attachment 1), Willow Lake Water Pollution Control Facility will process the sludge disposed of by the City of Lafayette. The sludge will be pumped into Willow Lake digesters, where they are processed to break down the solids and release water,
carbon dioxide, and methane. Willow Lake staff has tested Lafayette’s sludge and does not anticipate a downside from accepting this material. Staff will continue to test the sludge, as needed, throughout the disposal and acceptance process.

 

The attached agreement outlines the conditions under which Willow Lake will accept the sludge.  Key among them is that Willow Lake will accept up to 36,000 gallons of sludge per day, and disposal fee consistent with rates charged for similar services provided by Willow Lake (Attachment 2).

FACTS AND FINDINGS:

 

1. Willow Lake has the capacity to accept the sludge from the City of Lafayette’s wastewater treatment lagoons.

 

2. The agreement is cost beneficial to the City of Salem while providing a needed service at a reasonable cost for the City of Lafayette.
