Authorize the City Manager to accept and execute all grant documents associated with the Oregon Impact PSE Grant for FY 2017-2018 in the amount of $9,447.28.

SUMMARY AND BACKGROUND:
Oregon Impact is working with the Oregon Department of Transportation to administer the PSE program, which is funded with Federal Highway Safety funds. This grant covers $73.26 per hour for overtime enforcement for Pedestrian Safety enforcement and other traffic safety violations. The Salem Police Department has been awarded this grant in years past allowing for extra enforcement related to pedestrian safety enforcement.
FACTS AND FINDINGS:
1. Salem Police Department is committed to traffic safety and the enforce-ment of traffic safety laws. Acceptance of this grant will benefit the public by allowing the Salem Police Department to enhance pedestrian safety through the enforcement of traffic safety laws.
2. There is a match requirement of 20% which is a normal requirement on federal grants. The 20% equals $1,889.46. This match requirement will be met through traffic patrol shifts.
3. The City will be required to provide quarterly financial status reports, quarterly progress reports, and a final project evaluation to the grant monitors.
4. The City will be required to comply with the terms and assurances as outlined in the grant documents. These requirements include complying with applicable Federal civil rights laws, OMB circulars, and Federal Funding Accountability and Transparency Act (FFARA) Requirements.
