SUMMARY AND BACKGROUND:
A Natural Hazards Mitigation Plan (NHMP) is required by the Federal Emergency Management Agency (FEMA) in order to be eligible for pre-disaster and post-disaster mitigation grant funding.
FEMA approval of plans are awarded for a five-year period, after which the plan must be updated and re-approved by FEMA in order to remain eligible for pre and post disaster funding. The City’s last NHMP update was in 2012, so the City must have a FEMA compliant NHMP approved this year.
The University of Oregon has received a primary award of funding from FEMA, however, hard match funds are required under the University of Oregon FEMA grant. The City’s matching funds under this primary award are $5,000.
Since October of 2016, the University of Oregon has provided assistance to the City on the NHMP update, including: review of the current plan; research of substantive and regulatory matters to be addressed by the update; and Salem Natural Hazards Mitigation Committee meeting coordination and participation. Under the agreement, the University of Oregon will provide on-going planning, research, drafting, and publishing assistance, and will seek FEMA approval of the required five-year update of the City’s NHMP.
The term of the services agreement ends on June 30, 2017.
FACTS AND FINDINGS:
The City of Salem has worked with the University of Oregon on past updates to the City’s NHMP which have been approved by FEMA.
The Salem Natural Hazards Mitigation Committee has been working with the University of Oregon since October of 2016 on the required five-year updates to the City’s NHMP.
It is in the best interest of the City to enter into a services agreement with the University of Oregon allowing for compensation for services already provided to the City, and to secure continued services, related to the required five-year update of the City’s NHMP, which must be approved by FEMA and adopted locally by December 16, 2017, in order for the City to remain eligible for disaster mitigation grant funding.
