SUMMARY AND BACKGROUND:
Salem Fire Department and the Chemeketa Community College Emergency Services Program have a long-standing relationship that provides mutual benefits. The terms and conditions pertaining to the exchange of derived benefits are agreed upon and enacted through the signing of an Intergovernmental Agreement (IGA). Every three years the IGA is renewed after the parties are given the opportunity to discuss the overall performance and implement modifications as deemed necessary.
FACTS AND FINDINGS:
This agreement remains largely unchanged from previous agreements between the parties.
City’s responsibilities will include: Stationing an engine company (Engine 8) with three Salem Fire Department personnel at the College’s fire training facility, as available; Allowing at least one Chemeketa College student enrolled in the College’s Fire Protection program to perform emergency service duties and routine duties for a Salem engine company; Providing classroom and on-the-job training to students assigned to work with the engine company; Providing up to 1,320 staff hours of training/guidance to students enrolled in the fire protection program; Making apparatus and equipment available for use at the College’s fire training facility when scheduling is approved by the Salem Fire Department Assistant Chief of Operations; and, Reporting any on-the-job injury or accident to the College within 48 hours.
College’s responsibilities will include: Establishing written operating procedures for students who participate in training and emergency response; Ensuring all cadet firefighters are immunized, trained, and fully equipped prior to being assigned to an engine company; Providing tuition to the City of up to one hundred fifty (150) credits per fiscal year; Providing personnel accommodations and space at the College to operate a fully staffed engine company; and, Obtaining and maintaining sufficient malpractice insurance for each student.
The agreement also allows for repairs and updates to the City’s portion of the College’s fire training facility if the repairs and sharing of costs are mutually agreed upon.
