Authorize the City Manager to accept and execute all documents associated with a federal Safety Belt Overtime Enforcement Grant for FY 2016-2017 in the amount of $20,000.

SUMMARY AND BACKGROUND:

 

This is a federal grant administered by the Oregon Department of Transportation that provides reimbursement for overtime enforcement of safety belt, child safety seat, cell phone usage, and other traffic safety laws. The Salem Police Department (SPD) has applied for and been awarded this federal grant for the past fifteen years, thus allowing for extra enforcement of traffic safety laws. The grant focuses on three, two-week periods of time during the year (in February, May and August). Each of these enforcement periods is publicized through press releases, and each targets safety belt use, proper child safety seat use, and speeding. SPD has been notified that it has been awarded $20,000 in grant funds for FY 2016-2017. There is a $5,000 non-monetary match requirement for this grant which will be met during normal enforcement hours.

 

 

FACTS AND FINDINGS:

 

 1.                     SPD is committed to traffic safety and the enforce-ment of traffic safety laws.  Receiving this grant will help with the enforcement of traffic safety laws.

2.                      There is a match requirement for this grant equating to $5,000. The match requirement will be met through straight-time law enforcement duties during normal enforcement hours. 

3.                     The City will be required to provide quarterly financial status reports, quarterly progress reports, and a final project evaluation to the grant monitors.

4.                      The City will be required to comply with the terms and assurances as outlined in the Grant. These requirements include complying with applicable federal civil rights laws, OMB circulars, and Federal Funding Accountability and Transparency Act (FFARA) Requirements.
