ISSUE:

 

Shall the City Council authorize the City Manager to accept and execute all grant documents associated with an Oregon Impact Driving Under the Influence of Intoxicants (DUII) Overtime Enforcement Grant for FY 2016-2017 in the amount of $18,168.48?

SUMMARY AND BACKGROUND:

 

This is a federal grant administered by Oregon Impact in conjunction with the Oregon Department of Transportation. The grant provides reimbursement for overtime enforcement of DUII laws. The Salem Police Department (SPD) has received DUII enforcement grant funds for more than fifteen years. These grant funds allow SPD to continue increased enforcement efforts of DUII laws during night time and holiday patrols. SPD has been notified that it has been awarded $18,168.48 in grand funds for FY 2016-2017. There is a $5,000 non-monetary match requirement for this grant which will be met during normal enforcement hours.

 

 

FACTS AND FINDINGS:

 

1.                     SPD is committed to traffic safety and the enforce-ment of traffic safety laws.  Acceptance of this grant will benefit the public by allowing SPD to impact driving under the influence incidents through the enforcement of traffic safety laws.

 

2.                     There is a match requirement for this grant equating to $5,000, which will be met through straight-time law enforcement duties during normal enforcement hours.

 

3.                     The City will be required to provide quarterly financial status reports, quarterly progress reports, and a final project evaluation to the grant monitors.

 

4.                     The City will be required to comply with the terms and assurances as outlined in the grant documents. These requirements include complying with applicable Federal civil rights laws, OMB circulars, and Federal Funding Accountability and Transparency Act (FFARA) Requirements.
