SUMMARY AND BACKGROUND:
The Salem Police Department has utilized RAPID since 2013 through an existing IGA with the RAPID Users’ Executive Board. The administration and management of the system has been transferred to the City of Portland, therefore it is now necessary to execute a new IGA with the City of Portland that will supersede the current agreement.
Also, as part of this action, the City Manager is seeking approval to execute the attached Amendment 1
RAPID is a cooperative multi-agency, multi-jurisdictional effort, managed by the Portland Police Bureau, to share information regarding pawn, secondhand and metal recycling dealer transactions in Oregon and Washington. Access to RAPID allows all transactions to be downloaded via the internet at the end of each business day. RAPID also checks every item against a serial number or owner-applied number to determine if the item is stolen. RAPID contains up-to-date transactions, thus allowing the timely and accurate identification of stolen property. This leads to prompt offender identification and recovery of stolen property.
Most of the agencies in the Portland metro area and the Eugene area use RAPID. Investigators are able to use RAPID to locate stolen property that finds its way to dealers in Eugene, Springfield, Salem, Portland, Clackamas County, Vancouver and Clark County.
RAPID is accessible to investigative and patrol personnel from their offices or patrol vehicles through a secure internet connection. All property pawned within the Salem city limits is currently entered into a searchable database, and property is run through LEDS/NCIC every day.
Amendment No 1 to the IGA allows for local property to be entered into the National Rapid System (NRS). The proposed amendment was submitted by the City of Portland after the parties had agreed on the terms of this IGA. The Salem Police Department views Amendment No 1 as beneficial to the Police Department and accepts the amendment. Executing the new IGA along with the amendment is more efficient than incorporating the amendment into the new IGA.
FACTS AND FINDINGS:
1. The cost of RAPID is $7,823.00 annually for the term of the IGA. These funds have been budgeted for the current Fiscal Year 16/17. No additional costs will be incurred by including local transactions in the national database as delineated in Amendment No 1.
2. All Salem area pawn shops have implemented and currently use the RAPID database.
3. Since 2013, the Salem Police Department has had an IGA with the RAPID Users’ Executive Board allowing the Salem Police Department to utilize the RAPID system. A new IGA superseding the existing IGA is need as administration and management of the RAPID system has been transferred to the City of Portland.
3. This IGA will expire on September 30, 2018, but may be renewed by amendment for an additional five years.
4. Execution of this IGA will benefit the public.
